What is a HEIC file, and why convert it?
HEIC (High Efficiency Image Container) is the format iPhones and iPads use for photos by default since iOS 11. It keeps the same quality as JPG at roughly half the file size, which is great for your phone's storage.
The problem is everywhere else:
- Many upload forms (visa, school, insurance, job portals) accept only PDF or JPG.
- Some Windows PCs cannot open HEIC without an extra codec.
- A scanned receipt or a multi page document photographed on an iPhone is easier to send as one PDF than as ten separate images.
Method 1: Convert HEIC to PDF in your browser (any device)
- Open HEIC to PDF.
- Drop your HEIC or HEIF photos on the page. You can mix in JPG and PNG files too, and add more with Add more.
- Use the up and down arrows next to each file to put the photos in page order.
- Choose a page size: A4, US Letter, or Same as image to make each page exactly the size of the photo.
- Choose orientation (Automatic picks portrait or landscape per photo) and a margin (None, Small or Large).
- Click Convert to PDF, rename the file if you like, and download it.
The photos are decoded on your device. Safari reads HEIC natively; in Chrome, Edge and Firefox a decoder built into the page does the work. Either way the pictures are not sent to a server, which matters for passports, IDs, medical papers and bank documents.
Method 2: On iPhone with the Print trick
iOS can make a PDF from a photo without any app:
- Open the photo in Photos and tap Share.
- Choose Print.
- On the print preview, spread two fingers outward (zoom in). The preview opens as a PDF.
- Tap Share again and save it to Files or send it.
This works for a handful of photos, but you cannot set margins or page size, and selecting many photos makes a long, fiddly preview. For several photos in a fixed order the browser method is quicker, and it works in Safari on the same iPhone.
Method 3: On a Mac with Preview
- Select the HEIC photos in Finder and open them in Preview.
- In the sidebar, drag the thumbnails into the right order.
- Choose File > Print, then click PDF > Save as PDF in the bottom left of the dialog.
Preview fits each photo on a page of the paper size set in the print dialog.
Method 4: On Windows
Whether Windows can open HEIC depends on the codecs installed. If your Photos app shows the picture, you can print it with Microsoft Print to PDF. If it shows an error or asks you to install the HEIF Image Extensions, you have three options:
- Use the HEIC to PDF converter in Edge or Chrome, which decodes the file itself, so no codec is needed.
- Install the HEIF and HEVC extensions from the Microsoft Store (the HEVC one may cost a small fee).
- On the iPhone, set Settings > Photos > Transfer to Mac or PC to Automatic, so photos copied over USB arrive as JPG.
Method 5: On Android
Android users meet HEIC files in two ways: photos sent by iPhone users as documents (by email, Google Drive or as a WhatsApp document rather than a photo), and some Samsung and other phones that can save pictures as HEIF to save space. Many Android gallery apps preview them, but few can turn them into a PDF.
- Save the HEIC files to your phone, for example in Downloads.
- Open HEIC to PDF in Chrome and tap the drop area to select the files.
- Choose the page size and margin, convert, and download the PDF. It appears in Downloads, ready to attach or upload.
If your own Samsung phone saves HEIF photos and you would rather have JPG, open the Camera settings and turn off the high efficiency pictures option.

To keep the PDF small enough for an email or a portal limit, run it through Compress PDF afterwards. iPhone photos are 12 megapixels or more, so a 10 photo PDF can easily pass 20 MB before compression.
Common problems and fixes
- "This file could not be read": the file may be a Live Photo video, a HEIC sequence or a damaged copy. Open it on the iPhone, use Duplicate or export it again and try once more.
- Photos in the wrong order: use the arrows to reorder them before converting, or fix the order later with Organize PDF.
- Sideways pages: set orientation to Automatic, or turn pages afterwards with Rotate PDF.
- JPG photos instead of HEIC: the same steps work, or use JPG to PDF.
