To convert a PDF to CSV, use a converter that finds the tables in the PDF from the position of the text, lines up the columns, and writes each table as comma separated values. With the free WoowPDF PDF to CSV converter you drop in the PDF, choose one CSV per table, per page or one for the whole file, and download the result. It runs in your browser, so bank statements and invoices are never uploaded.
Below: the steps, which split and separator to choose, why columns sometimes shift, and how to handle scanned PDFs.
Why a PDF table is hard to turn into CSV
A PDF does not store tables as tables. It stores words at positions on a page, plus some lines that look like a grid. When you copy and paste a table out of a PDF, you often get every cell on its own line, or whole rows squashed into one cell.
A good converter rebuilds the table:
- It groups words that share a baseline into rows.
- It splits each row into cells wherever there is a wide horizontal gap.
- It finds runs of rows with the same column positions and treats them as one table.
- It places every cell in its matching column, so rows with empty cells still line up.
That last step is the one copy and paste can never do, and it is why dates, descriptions and amounts land in their own columns.
How to convert a PDF to CSV (step by step)
- Open the PDF to CSV converter.
- Drop your PDF on the page or click to choose it.
- Choose how to split the output (see the table below).
- Pick the separator: comma, semicolon or tab.
- Click Convert. One CSV downloads directly; several CSV files download together in one ZIP.
Which split option should you choose?
| Your PDF | Best option | What you get |
|---|---|---|
| Report or statement with several tables per page | One CSV per table | Each table in its own clean file |
| Price list or catalogue over many pages | One CSV for the whole PDF | All rows in one file, ready to sort |
| Form or mixed layout | One CSV per page | Each page's rows kept together |
If you are not sure, start with one CSV per table. If a table that runs across pages comes out in pieces, convert again with one CSV for the whole PDF.
Comma, semicolon or tab?
The separator matters more than people expect:
- Comma: Google Sheets, Apple Numbers, Python, R, databases and most import tools.
- Semicolon: Excel set to a European locale (Germany, France, Spain, Italy and others use a comma as the decimal mark, so Excel expects semicolons between columns). Choose this if double clicking a comma CSV puts everything in column A.
- Tab: handy when you want to paste the data straight into a spreadsheet.
Files are written as UTF-8 with a byte order mark, which tells Excel to read them as Unicode. Accents, currency signs, Cyrillic, Arabic and Chinese show correctly instead of turning into strange symbols.
PDF to CSV or PDF to Excel?
| You need | Use |
|---|---|
| Data for an import (accounting software, a shop system, a database) | PDF to CSV |
| Data for Python, R or SQL | PDF to CSV |
| A formatted workbook with one sheet per page | PDF to Excel |
| Just the words, no columns | PDF text extractor |
CSV is the simplest exchange format there is: plain text, one row per line, no formatting. Almost every program can read it, which is why accounting and e-commerce imports ask for it.
How to convert a scanned PDF to CSV
A scanned PDF is a picture of a page, so there is no text for the converter to place in columns. Two steps fix it:
- Run the file through PDF OCR to add a text layer.
- Convert the OCR result to CSV.
You can tell a scan quickly: if you cannot select a single word in your PDF viewer, it is an image. OCR accuracy depends on the scan, so check totals and account numbers afterwards.
Common problems and how to fix them
Everything is in one column in Excel. Your Excel uses semicolons. Convert again with the semicolon separator, or open the file through Data, From Text/CSV and pick the comma there.
No table was detected. The converter then exports every page with all its text rows, still split into cells at wide gaps, so you still get the data and can tidy it in the spreadsheet.
Numbers are treated as text. Thousands separators or currency symbols can stop a spreadsheet from reading numbers. In Excel, select the column and use Data, Text to Columns, or Find and Replace to remove the symbol.
Long descriptions wrap onto a second line. Text that wraps onto a second line is kept with the table instead of being dropped. If the second line lands in a row of its own, join it to the row above in the spreadsheet.
Leading zeros disappear. Excel drops leading zeros from codes like 00123 when it opens a CSV. Import through Data, From Text/CSV and set that column to Text.
Who converts PDFs to CSV?
- Bookkeepers importing bank and card statements.
- Small businesses moving supplier price lists into their shop system.
- Analysts collecting figures from annual reports.
- Researchers pulling tables out of papers.
- Developers feeding PDF data into scripts.
If your PDF has extra pages you do not need, cut out the page with the table using Split PDF first, and the output stays tidy.

Frequently asked questions
How do I convert a PDF to CSV for free?
Drop the PDF into the WoowPDF PDF to CSV converter, choose one CSV per table, per page or for the whole file, pick a separator and click Convert. It runs in your browser with no sign up.
Why does my CSV open in one column in Excel?
Excel set to a European locale expects semicolons between columns. Convert again with the semicolon separator, or import the file through Data, From Text/CSV and choose comma.
Can I convert a scanned PDF to CSV?
Yes, in two steps. Add a text layer with PDF OCR first, then convert the OCR result to CSV. Check totals afterwards, because OCR can misread a digit on a poor scan.
Is it safe to convert bank statements to CSV online?
With WoowPDF the PDF is read and the CSV is created in your browser, so the statement never leaves your device and nothing is stored.
What is the difference between PDF to CSV and PDF to Excel?
CSV is plain text rows and columns that any program can import. PDF to Excel creates a formatted .xlsx workbook with one sheet per page. Use CSV for imports and scripts, Excel for reading and editing.
