To convert a PDF to EPUB, use a converter that pulls the text out of the fixed PDF pages and rebuilds it as a reflowable e-book with chapters and a table of contents. With the free WoowPDF PDF to EPUB converter you drop in the PDF, choose how chapters are split, and download an EPUB 3 file, all inside your browser with no upload.
This guide shows the steps, which PDFs convert well (and which never will), how to get the file onto a Kindle, Kobo or phone, and how the free options compare.
Why convert a PDF to EPUB?
A PDF is a set of fixed pages. On a laptop that is fine, but on a phone or a 6 inch e-reader you end up pinching, zooming and scrolling sideways on every page.
An EPUB is built differently. The text reflows to fit any screen, you can make the font bigger, switch to dark mode, and the reader remembers where you stopped. For long reading (novels, reports, manuals, course packs) that is a big difference.
| EPUB | ||
|---|---|---|
| Layout | Fixed pages | Text reflows to the screen |
| Font size | Zoom the whole page | Change the text size only |
| Small screens | Pinch and scroll | Reads like a book |
| Best for | Forms, magazines, print | Long reading on phones and e-readers |
How to convert a PDF to EPUB (free, in your browser)
- Open the PDF to EPUB converter.
- Drop your PDF on the page or click to choose it.
- Choose how chapters are made:
- Each heading: headings are detected from font sizes and a new chapter starts at every top level heading. Best for books and reports.
- Each page: every PDF page becomes its own chapter. Best when the document has no clear headings.
- Keep Cover on to use page 1 as the cover image, and Images on to keep the pictures.
- Optional: open Advanced and type the book title and author, so they show correctly in your library.
- Click Convert and download the EPUB.
The text is extracted and the EPUB is packaged on your own device. The PDF is not uploaded and nothing is stored, which matters for unpublished manuscripts or work documents.
What the converter keeps and what it removes
| In the PDF | In the EPUB |
|---|---|
| Headings (from font sizes) | Chapter titles and the table of contents |
| Paragraphs | Reflowable text, joined across page breaks |
| Bold, italic, links | Kept |
| Lists and tables | Real lists and tables |
| Pictures | Placed in the text |
| Page 1 | Cover image (optional) |
| Headers, footers, page numbers | Removed |
Removing running headers and page numbers is what makes the result read like a real e-book instead of a PDF with broken lines in the middle of sentences.
Which PDFs convert well to EPUB?
This is the part most guides skip. A PDF to EPUB conversion only works well when the meaning of the document is in its text, not in its page design.
Convert well: novels, essays, reports, handbooks, manuals, theses, course readers and most text heavy documents.
Better kept as PDF: magazines, comics, children's picture books, forms, slide decks and anything where the exact position of text and images is the point. Reflowing those breaks them.
Scanned books need one step first. A scan is only pictures of pages, so there is no text to reflow. Run it through PDF OCR to add a text layer, then convert the result. Our guide on making a PDF searchable explains how to get a clean OCR result.
How to read the EPUB on Kindle, Kobo, iPhone or Android
| Device or app | How to open the EPUB |
|---|---|
| Kindle (device or app) | Send it with Amazon's Send to Kindle, which accepts EPUB and converts it for you |
| Kobo | Copy it to the e-reader over USB, or add it to the Kobo app |
| Apple Books (iPhone, iPad, Mac) | Open the file or share it to Books |
| Google Play Books | Upload it under Library, then read on any device |
| PocketBook, Calibre and most other readers | Open the EPUB directly |
How to check the EPUB before you share it
Take two minutes to check the book before you send it to a reader or to other people:
- Open the table of contents. Every chapter should have a sensible title. If you see dozens of tiny chapters or one giant one, convert again with the other chapter option.
- Read a chapter break. The last paragraph of one page and the first of the next should join into one paragraph, without a page number in between.
- Look at one table and one image. Wide tables can be hard to read on a phone; turn the device sideways or keep the PDF for that section.
- Change the font size. The text should reflow. If it does not, the reader app may be showing a fixed layout file, so check that you opened the EPUB, not the PDF.
- Check the title and author in your library. If they look wrong, set them under Advanced and convert again.
Free ways to convert PDF to EPUB compared
| Method | Upload needed | Chapters and TOC | Install | Good for |
|---|---|---|---|---|
| WoowPDF in the browser | No | Yes, by headings or pages | No | Quick private conversions, any device |
| Calibre | No | Yes, with tuning | Yes (desktop) | Managing a whole e-book library |
| Typical online converters | Yes, the PDF goes to a server | Varies | No | Files you do not mind uploading |
Calibre is excellent and free, but its PDF input often needs settings changed to avoid broken paragraphs, and it is a large desktop app. For a single document, a browser converter is faster.
Tips for a cleaner e-book
- Unclear chapters? Convert again with "Each page" if headings were not detected the way you wanted.
- Only need part of the PDF? Cut out the chapters you want with Split PDF first.
- Want to edit the text before making the book? Convert to Markdown or Word, fix it, then build the e-book.
- Going the other way? EPUB to PDF prints an e-book with its chapters.

Frequently asked questions
Can I convert a PDF to EPUB for free?
Yes. The WoowPDF PDF to EPUB converter is free with no sign up. It runs in your browser, creates an EPUB 3 file with chapters and a table of contents, and never uploads the PDF.
Will a converted EPUB work on Kindle?
Yes. Recent Kindle devices and apps accept EPUB files through Amazon's Send to Kindle service, which converts the book for your Kindle library.
Why does my EPUB look wrong?
Layout heavy PDFs such as magazines, comics or forms lose their design when text reflows. Text documents convert well. If chapters split in odd places, convert again with one chapter per page.
Can I convert a scanned PDF book to EPUB?
Not directly, because a scan contains only images of pages. Run it through PDF OCR first to add a text layer, then convert the OCR result to EPUB.
Does PDF to EPUB keep images and tables?
Yes. Pictures are placed in the text where they appear and tables are rebuilt as real tables. Running headers, footers and page numbers are removed so the text reads smoothly.
