To insert pages into a PDF, open the free Insert PDF Pages tool, add your PDF, choose what to insert (blank pages, another PDF, or an image), click the spot in the page thumbnails where it should go, and download the new file. Everything happens in your browser, so the document never leaves your device.
Most people need one of three things: a blank page for notes or a section break, pages from another PDF such as a signed form, or a photo or scan added as its own page. One tool covers all three.
How to insert pages into a PDF (step by step)
- Open Insert PDF Pages and drop your PDF on the page.
- Under Insert, choose Blank pages or Pages from a file.
- For blank pages, set how many (1 to 20) and the size: match the neighbouring page, A4 or Letter.
- For a file, choose a PDF, JPG, PNG or WebP. Every page of a PDF is inserted, in order.
- Pick where: at the start, at the end, after a page you click in the thumbnails, or, for blank pages, after every page.
- Click insert and download the PDF.
The page thumbnails show the gaps between pages, so you can see exactly where the new pages land before you save.
Which insert option do you need?
| Job | What to insert | Where |
|---|---|---|
| Add a page for handwritten notes | Blank page, matching size | After the page it belongs to |
| Leave a back page empty for duplex printing | Blank page | After every page |
| Add a signed form into a contract | Pages from a file: the signed PDF | After the page that refers to it |
| Add a cover page | Pages from a file: the cover PDF or image | At the start |
| Add a photo of a receipt to an expense report | Pages from a file: the JPG or PNG | At the end |
| Add an appendix or terms and conditions | Pages from a file: the PDF | At the end |
How to add a blank page to a PDF
Blank pages are the most common request. Choose Blank pages, keep the size matched so the new page has the same size and orientation as the page next to it, and click the gap where it should go. Need a separator before every chapter? Insert one, download, then repeat for the next spot; it takes seconds because nothing is uploaded.
After every page is a small trick with big uses: it turns a printed handout into one with a notes page facing every slide, and it keeps single sided content on the front of each sheet when a printer only prints double sided.
How to insert a PDF into another PDF
Choose Pages from a file and pick the second PDF. All of its pages go in at the position you select, in their original order. This is ideal for dropping a signed page, an annex or a scanned form into the middle of a document.
If you only want some pages of the second PDF, take them out first with Extract PDF Pages (see our guide to extracting pages), then insert the result. To simply join whole files end to end, Merge PDF is quicker.
How to add an image as a page in a PDF
Choose Pages from a file and pick a JPG, PNG or WebP image. Two choices decide how it looks:
- Fit into page size: the image is scaled to fit a page the same size as its neighbours, with a small border, and the page turns to landscape if the picture is wide. Best for receipts, photos and scans inside a document.
- Page the size of the image: the page is made exactly the size of the image. Best for full page graphics and screenshots.
To turn several photos into a new PDF rather than add them to one, use JPG to PDF.
Insert pages vs merge vs organize
These three tools sound alike but do different jobs.
| Tool | Use it when |
|---|---|
| Insert PDF Pages | You need new pages at a precise spot inside one PDF |
| Merge PDF | You want to join whole files one after another |
| Organize PDF | You need to move, rotate or delete existing pages |
A common workflow combines them: insert the new pages, then open Organize PDF if anything needs to move.
Can you insert pages into a PDF without Acrobat?
Yes. Adobe Acrobat Pro can insert pages, and Adobe's free online version can add another PDF but asks you to sign in to download. Preview on a Mac can insert a blank page or another file through Edit, then Insert. For a free option on any device, including phones, Insert PDF Pages works in the browser with no account and no watermark.
Is it safe to add pages to a PDF online?
Contracts, statements and forms often hold personal details. Most online editors upload the PDF to their servers to change it. WoowPDF inserts the pages inside your browser, so neither your PDF nor the file you insert is sent anywhere.
Open Insert PDF Pages and put the missing page exactly where it belongs.
