Each page is first rendered at a resolution that suits the target, then saved as JPG at the highest quality that fits under the limit. The tool tests several quality levels and keeps the best one that passes. If even a low but readable quality is still too big, for example on a page full of photos, it reduces the pixel size a little and tries again. This keeps text as sharp as the limit allows.

Sizes are counted in decimal kilobytes (1 KB = 1000 bytes). A file shown as 49 KB here is at most 49,000 bytes, so it passes portals that count 1 KB as 1024 bytes too.
Tips for upload forms
- Read the form's rules for both size and dimensions. Some ask for a minimum width as well as a maximum size.
- Scanned page with a grey background? Turn on grayscale. It often halves the file size.
